2. Requests the Secretariat to submit the draft terms of reference and the criteria for evaluating the performance of the regional and subregional centres and any proposal of strengthening existing regional centres for the consideration of the Conference of the Parties at its second meeting.

3. Further requests the Secretariat to pursue cooperation with Basel Convention regional and subregional centres and other relevant existing institutions in the implementation of regional projects and programmes concerning the implementation of the Stockholm Convention. This should be done in continuing the process of targeting the creation of Stockholm Convention centres.

Adopts the terms of reference for regional and subregional centres for capacity-building and transfer of technology under the Stockholm Convention set forth in annex I to the present decision;

Requests the Secretariat to develop draft terms of reference for the process of selecting regional and subregional centres for capacity-building and transfer of technology for consideration by the Conference of the Parties at its third meeting. In undertaking this task, the Secretariat should consult with Convention focal points and with existing regional and subregional centres and their host organizations providing technical assistance and technology transfer for chemicals and chemical waste issues;
Adopts the criteria for evaluating the performance of regional and subregional centres for capacity-building and technology transfer set forth in annex II to the present decision.

2. Underlines the importance of increased cooperation and coordination between conventions in the chemicals and waste cluster in promoting the effective regional delivery of capacitybuilding and the transfer of technology to developing countries and countries with economies in transition;

3. Affirms that such regional or subregional centres should be capable of meeting the technical assistance and technology transfer needs and priorities identified in the annex to decision SC1/15 and fulfilling the terms of reference for such centres set out in annex I of decision SC-2/9; 4. Requests regional representatives on the bureau to submit to the secretariat, as soon as practicable after the third meeting of the Conference of the Parties, nominations for institutions to become Stockholm Convention regional centres or subregional centres in accordance with the terms of reference for the selection of such centres set forth in the annex to the present decision; 5. Decides that institutions nominated by regions will be formally recognized as “nominated Stockholm Convention centres” until the Conference of the Parties at its next meeting decides whether to confirm their endorsement

Requests the Secretariat to transmit the guidance to the financial mechanism contained in the annex to the present decision to the entity or entities entrusted with the operation of the financial mechanism pursuant to paragraph 6 of Article 13 of the Convention;
Further requests the Secretariat to transmit the guidance to the financial mechanism contained in the annex to the present decision to the Global Environment Facility, which is, on an interim basis, the principal entity entrusted with the operations of the financial mechanism in accordance with Article 14 of the Convention;
Requests the entity or entities entrusted with the operations of the financial mechanism of the Convention, including the Global Environment Facility, to incorporate on an ongoing basis guidance from the Conference of the Parties in the further development of their operational programmes to ensure that the objectives of the Convention are addressed;
Requests the Global Environment Facility to prepare and submit reports to each ordinary meeting of the Conference of the Parties on its operations in support of the Convention, as set out in the memorandum of understanding between the Conference of the Parties and the Council of the Global Environment Facility.

3. Welcomes the report on the first review of the financial mechanism and notes its recommendations, the relevant ones of which are included, as appropriate, either in the present decision or in decision SC-2/11 on additional guidance to the financial mechanism;
4. Decides to include all its requests and recommendations to the Global Environment Facility in a single decision on additional guidance to the financial mechanism;
5. Welcomes the achievements of the Global Environment Facility in support of the Convention and notes that the report of the first review of the financial mechanism is in general appreciative of the role of the Global Environment Facility as the principal entity of the financial mechanism of the Convention;
6. Urges donor Parties and invites other Governments to contribute to the Global Environment Facility in order to achieve a timely and successful fourth replenishment and the resources necessary for advancing the implementation of the Convention;

4. Invites Governments, non-governmental organizations, industry and intergovernmental organizations to participate in the development of the business plan for promoting a global partnership on the development and deployment of alternative products, methods and strategies to DDT for disease vector control and encourages the Global Environment Facility, donors and other funding agencies to provide financial and other resources to support the creation and implementation of the business plan; 5. Urges the Global Environment Facility to incorporate best available techniques and best environmental practices and demonstration as one of its priorities for providing financial support; 6. Invites the Global Environment Facility to incorporate activities related to the global monitoring plan and capacity-building in developing countries, small island developing States and countries with economies in transition as priorities for providing financial support; 7. Decides that the outcomes of the periodic assessments of the funding necessary and available for the implementation of the convention shall be an input of the Conference of the Parties to the negotiations on the replenishment of the Trust Fund of the Global Environment Facility;
