Requirements for participation in the OEWG and CoP-2

 

I. Parties

In accordance with rules 17 and 19 of the rules of procedure for the Conference of the Parties, representatives of Parties shall be accredited by means of credentials to be submitted to the Secretariat no later than 24 hours after the opening of the meeting.  Please note that credentials shall cover participation of representatives in both above-mentioned meetings, as the case may be.

II. Observers

A. States non-Parties

Representatives of States non-Parties shall be nominated by their Governments in an official nomination letters issued either by the UNEP official contact point in the State, the Foreign Affairs Ministry or Department or a diplomatic representation of the State. Please note that nominations shall cover participation of representatives in both above-mentioned meetings, as the case may be.

B. The United Nations, its specialised agencies, the IAEA and GEF

In accordance with paragraph 8 of Article 19 of the Stockholm Convention and rule 6 of the rules of procedure for the Conference of the Parties these organizations may be represented at the meeting as observers. Their representatives are requested to provide official nominations issued by a competent authority of the organization. Please note that nominations shall cover participation of representatives in both above-mentioned meetings, as the case may be.

C. Other bodies or agencies, national or international, governmental or non-governmental, qualified in matters covered by the Convention

 

In accordance with paragraph 8 of Article 19 of the Convention and rule 7 of the rules of procedure for the Conference of the Parties, these entities may be represented at the meeting as observers.  In order to participate in the meetings of the OEWG and CoP-2:

 

i) representatives of intergovernmental bodies, other that those listed in paragraph (B) above, are requested to provide official nominations issued by a competent authority of the body. Please note that nominations shall cover participation of representatives in both above-mentioned meetings, as the case may be.

ii) representatives of non-governmental organisations which were not accredited with the Conference of the Parties by its first meeting in May 2005, are requested to provide  official nominations, issued by a competent authority of the organization and covering participation in both above-mentioned meetings as the case may be, and the following information:
