Systemic issues of general compliance and implementation of interest to all Parties


  Objective

  Activity

1.  National focal point and official contact points

Improve the designation of a national focal point under Article 9, paragraph 3, of the Convention and of official contact points pursuant to decision SC-2/16

(a)     Review Parties’ designation of a national focal point and official contact points;

(b)     Identify challenges faced by Parties in designating a national focal point and official contact points;

(c)     Develop recommendations for the consideration of the Conference of the Parties.

2.  National reporting

Improve the timeliness and completeness of national reporting under Article 15 of the Convention

(a)     Review the timeliness and completeness of Parties’ national reports;

(b)     Identify challenges faced by Parties in submitting timely and complete national reports;

(c)     Develop recommendations for the consideration of the Conference of the Parties.

3.  National implementations plans

Improve the timeliness and completeness of national implementation plans transmitted under Article 7 of the Convention

(a)   Review Parties’ transmission of national implementation plans;

(b)   Identify challenges faced by Parties in transmitting timely and complete national implementation plans;

(c)   Develop recommendations for the consideration of the Conference of the Parties.

4.  National legislation

Improve the development and strengthening of legislation and/or other measures to implement the Convention, in accordance with Articles 3, 5 and 6 of the Convention

(a)     Review Parties’ development of legislation and/or other measures to implement the Convention;

(b)     Identify challenges faced by Parties in developing and strengthening legislation and/or other measures to implement the Convention;

(c)     Develop recommendations for the consideration of the Conference of the Parties.

5.  Elimination or restriction of persistent organic pollutants

Improve Parties’ implementation of Article 3 of the Convention

(a)     Review Parties’ implementation of Article 3 of the Convention concerning chemicals listed in Annexes A and B;

(b)     Identify challenges faced by Parties in implementing Article 3 of the Convention concerning chemicals listed in Annexes A and B;

(c)     Develop recommendations for the consideration of the Conference of the Parties.

6.  Technical assistance and financial resources

Improve the implementation of Article 12 and Article 13 of the Convention

(a)     Review Parties’ implementation of Article 12 and Article 13 of the Convention;

(b)     Identify challenges faced by Parties in implementing Article 12 and Article 13 of the Convention, taking into account information from Parties in, among others,  the national reports, and the reports of the financial needs assessment on the needs, including how to meet the costs faced by developing country Parties, Parties with economies in transition, least developed countries and small island developing states, and provide recommendations on the support needed under the Convention, including means of implementation;

(c)     Develop recommendations for the consideration of the Conference of the Parties.

7.  Cooperation with the Implementation and Compliance Committee of the Basel Convention and the Compliance Committee of the Rotterdam Convention

(a)     Take steps to initiate cooperation with the Implementation and Compliance Committee of the Basel Convention and the Compliance Committee of the Rotterdam Convention to facilitate compliance, through the exchange of views and information between the committees on activities, operations and processes of joint interest, and through the holding of joint sessions at meetings of the committees, as appropriate;

(b)     Develop recommendations for the consideration of the Conference of the Parties.


In addition, the Committee shall accord priority to dealing with submissions made to it in accordance with paragraph 16 and questions identified in accordance with paragraph 17 of the compliance procedures.
