Expiration of specific exemptions

The specific exemptions under the Stockholm Convention, which are effective for a specific period of time, may expire or be withdrawn.

The specific exemptions listed in Annex A and B expire five (5) years after the date of entry into force of the Convention with respect to a particular chemical, unless an earlier date is indicated in the Register by the Party or an extension is granted pursuant to paragraph 7 of Article 4.

A Party may, at any time, withdraw an entry from the Register for a specific exemption upon written notification to the Secretariat.

No new registrations may be made with respect to a particular type of specific exemption when there are no longer any Parties registered to it, as stated on paragraph 9 of Article 4.

Specific exemptions, listed in Annex A of the Convention at the time of its adoption which are no longer available to the Parties with effect from 17 May 2009.

No new registrations may be made with regard to specific exemptions for the production and use of PFOS, its salts and PFOSF for carpets, leather and apparel, textiles and upholstery, paper and packaging, coating additives and rubber and plastics (decision SC-7/1).

1. The only chemical that is effective for chemical control, as part of the Integrated Management of the coffee berry borer (MIB, in its Spanish acronym).

2. The integrated management of the coffee berry borer -Hypothenemus hampei- consists of several activities: Samplings, manual control, cultural control, ethological control, biological control and chemical control. Due to the use of the MIB in coffee plantations, the total amount of Endosulfan required for chemical control of the berry borer in coffee plantations using conventional production methods was reduced by 75%.

3. Chemical control of the coffee berry borer is a rational control which is done only in infested areas – infestation hotspots- by the berry borer, where Endosulfan is applied at the right time and exclusively on the fruits attacked by the borer.

4. The coffee plantations in Guatemala cover a total area of 307,000 hectares, of which 2.61% is dedicated to organic coffee production -8,000 hectares- where Endosulfan is not used for control of the berry borer.

5. The area for conventional coffee production covers a total of 299,000 hectares, and the dose per hectare of Endosulfan 35 EC is 1.7 litres, which makes a total of 508,300 litres for chemical control; but with MIB this is reduced by 75%.

6. Annual production is 4,100,000 quintals of green coffee, of which 3,825,000 quintals are exported in accordance with quality and safety standards of the grain.
