Requests the Secretariat, in collaboration with other relevant organizations and subject to resource availability, to develop additional guidance on social and economic assessment, calculation of action plan costs, including incremental and total costs and action plans for specific persistent organic pollutants, and in doing so to take into consideration the particular circumstances of developing countries and countries with economies in transition; Requests the Secretariat to develop a roster of experts whose assistance could be sought with respect to the development of action plans; Adopts the guidance for the review and updating of national implementation plans contained in the annex to the present decision; Requests the Secretariat to elaborate further the process of reviewing and updating national implementation plans for consideration by the Conference of the Parties at its second session; Requests the financial mechanism of the Convention, recognizing the importance of national implementation plans to a Party’s ability to implement its obligations under the Convention, to support the regular review and updating of national implementation plans in accordance with the guidance adopted under paragraph 1 above.

Requests the Secretariat to complete a draft of the additional guidance for consideration by the Conference of the Parties at its third meeting, provided that resources are made available for this activity; 3. Invites Parties and others in a position to do so to provide additional funding required for developing the additional guidance; 4. Adopts the process for the review and updating of national implementation plans set forth in the annex to the present decision; 5. Requests the Secretariat to prepare an analysis of the national implementation plans submitted pursuant to Article 7, paragraph 1 (b), of the Convention, to be submitted to the Conference of the Parties for consideration at its third meeting. This analysis should focus on frequently identified national priority actions and best practices for controlling persistent organic pollutants.

5. Requests the Secretariat, taking into account the information received from Parties in accordance with the preceding paragraph, to prepare a report on the priorities identified by Parties in implementing their national implementation plans, which should, among other things, identify possible areas of technical assistance needs;
6. Takes note of the draft guidance on social and economic assessment for the development and implementation of persistent organic pollutant national implementation plans set forth in the note by the Secretariat, and requests the Secretariat to develop the guidelines further, resources permitting, to take into account the particular circumstances of developing countries and countries with economies in transition;
7. Encourages Parties to use, as appropriate, the draft guidance on social and economic assessment in the development and implementation of their national implementation plans;
8. Invites Parties and others to provide comments to the Secretariat, based on their experience in using the guidance on social and economic assessment, on how to improve its usefulness;
9. Requests the Secretariat to complete the draft of the additional guidance called for in paragraph 5 of decision SC-1/12, for consideration by the Conference at its fourth meeting, provided that the resources needed to do so are made available;
10. Invites Parties and others in a position to do so to provide the additional funding required for developing the additional guidance.
